As a lifelong Chicagoan, Cullen Davis understands the urban city and its real estate market – the needs and complexities, successes and failures, risks and challenges. He has long been dedicated to preserving and rebuilding his hometown and has expanded his portfolio to include projects throughout Illinois and the Midwest – he has a personal portfolio in excess of 700 multifamily units and his management companies operate over 4,000 units in the State of Illinois.

Cullen’s business experience and responsibilities are diverse across various facets of real estate development, ownership and management. Under his leadership, his team has built a diverse portfolio of projects that meet the unique housing needs of communities across the region – ranging from gut rehab and modernization of former CHA buildings in Chicago to new construction of affordable single and multi-family housing in Monmouth, IL and Permanent Supportive Housing in Mount Prospect, IL. From public housing vouchers to market rate condominiums, Cullen is a specialist in the public, affordable, and mixed-income housing arena.

Cullen brings his visionary and strategic leadership to a number of companies and ventures impacting change in urban and rural environments:


  • CEO of UP Development, LLC, which develops affordable multifamily housing in Chicago and throughout the Midwest, specializing in permanent supportive housing.
  • President of Daveri Development Group, LLC, a partnership which develops affordable multifamily housing in Chicago, the Northwest suburbs, and rural Illinois.
  • Urban Property Investors, which identifies opportunities for acquisition of undervalued properties in transitional neighborhoods
  • CJD Projects, which develops multifamily housing using complex financial transactions, especially those involving a high degree of government interaction.


  • Principal of H&J Real Estate Management, LLC, which manages condominiums, market-rate, and affordable multifamily housing across the Chicagoland area
  • CEO of UPA, LLC, which manages a range of multifamily real estate, including 100% Tax Credit properties with Project Based Section 8 serving senior, family, mixed-income, and special needs populations

Cullen received a Juris Doctorate from Northwestern University’s School of Law and a Bachelor’s Degree from Grinnell College. He is also certified tax-credit compliance specialist and holds a variety of other professional memberships and certifications. He lives in Chicago’s Wicker Park Historic District neighborhood with his children.
